Have you ever watched someone ace a quiz only to forget the material a week later? Or perhaps you've worked with someone who struggled during training but later became one of the strongest performers on the job. These situations illustrate an important reality in education: learning and performance are related, but they are not the same thing.
It is easy to assume that strong performance always indicates strong learning. After all, high quiz scores and polished assignments certainly look encouraging. However, performance is often influenced by factors beyond what a learner actually understands, including prior knowledge, confidence, stress, motivation, and even the testing environment itself. Likewise, learners who appear to struggle initially may still be building knowledge that will become evident later.
For instructional designers, recognizing the difference between learning and performance leads to better instructional decisions, more meaningful assessments, and improved learner support. This article explores why these concepts are different, why the distinction matters, and how instructional designers can design learning experiences that focus on lasting understanding rather than short-term performance.
Learning and Performance Are Not the Same
Learning is an internal process. It involves acquiring knowledge, developing skills, building understanding, and creating lasting changes in memory that can be applied in future situations.
Performance, on the other hand, is the observable behavior we see at a particular moment. It is how learners demonstrate what they know during an assessment, presentation, simulation, or workplace task.
Performance gives us evidence about learning, but it does not always tell the whole story.
For example, a learner may perform well on a quiz because they memorized information shortly beforehand. Another learner may perform poorly because of test anxiety, even though they understand the concepts. Neither performance necessarily reflects the learner's long-term understanding.
This distinction reminds us that assessments are snapshots rather than complete portraits.
Why Performance Can Be Misleading
Performance is influenced by many factors that have little to do with actual learning.

Immediate performance may look weaker.
Long-term learning may actually be stronger.
This is one reason instructional designers should resist the temptation to judge learning too quickly.
Desirable Difficulties Improve Learning

- Interleaved practice

- Problem-based learning
- Reflection activities
These strategies often reduce short-term performance because learners must think more deeply rather than relying on recognition or memorization.
However, research consistently shows they improve long-term retention and knowledge transfer.
From a learner's perspective, this can feel frustrating.
From a learning perspective, it is often exactly what is needed.
Sometimes instruction that feels harder actually produces better learning.
Focus on Long-Term Transfer
Ultimately, instructional designers want learners to use knowledge outside the classroom.
This is where learning becomes more important than immediate performance.
For example, consider a cybersecurity training course.
A learner who memorizes quiz answers may perform well during training but fail to recognize a phishing attempt months later.
Another learner who struggled during practice activities may develop stronger decision-making skills and successfully identify real threats in the workplace.
Which learner experienced more meaningful learning?
The answer becomes clear when knowledge is applied in authentic settings.
Instructional designers should always ask:
Will learners be able to use this knowledge when it matters?
Assessment Should Measure More Than Recall
Traditional quizzes provide useful information, but they represent only one type of evidence.
Instructional designers should consider incorporating multiple assessment methods such as:
- Authentic assessments
- Simulations
- Case studies
- Portfolios
- Performance tasks
- Reflection activities
- Peer feedback
- Workplace scenarios
Using varied assessments provides a more complete picture of learner understanding.
It also allows learners to demonstrate knowledge in ways that better resemble real-world application.
After all, most workplaces do not pause every Tuesday afternoon for a surprise twenty-question multiple-choice quiz.
Feedback Supports Learning Better Than Scores Alone
Performance often receives attention because it is easy to measure.
Scores, percentages, and grades provide immediate data.
Learning, however, develops through feedback.
Meaningful feedback helps learners understand:
- What they did well

- Why mistakes occurred

Feedback shifts attention from simply earning points to improving understanding.
This mindset encourages continuous growth rather than short-term performance.

Practice allows learners to strengthen understanding before high-stakes assessments.
Low-stakes activities such as:

- Reflection prompts
- Guided discussions
- Simulations

- Draft submissions
allow learners to receive feedback without the pressure of major grading consequences.
These experiences support learning while reducing anxiety around performance.
By the time learners complete summative assessments, they have already had multiple opportunities to refine their understanding.
Learning becomes an ongoing process rather than a single performance event.
Design for Growth
Instructional designers can encourage growth-oriented learning by emphasizing progress rather than perfection.
Strategies include:
- Allowing revisions
- Providing formative feedback
- Encouraging self-assessment
- Supporting reflection
- Offering multiple practice opportunities
- Highlighting improvement over time
This approach reinforces the idea that learning is continuous.
It also helps learners view mistakes as opportunities for development rather than evidence of failure.
One assignment rarely defines a learner's abilities.
Learning is a journey, not a single performance.

Because in the end, the goal is not simply helping learners perform well today.
The goal is helping them continue performing well long after the course has ended.
